So I have been trying the PVP server. It's a lot of fun, although most of the PVP is I've done is vs megatwinks in Unrest. One of the things that was kinda nagging me though is that it felt like I was seeing a lot of red text whenever they were around. I grepped through my logs and indeed: I was getting hit 90% of the time, and for max damage a lot.
32 monk vs ~29 rogue: 16 hits, 5 misses, 76% hit rate (2-3 levels over Big I believe).
28 monk vs 27 enchanter: 46 hits, 4 misses, 92% hit (yellow monk)
35 SK vs 35 enchanter: 48 hits, 8 misses, 86% (white SK)
29 rogue vs 31 enchanter: 26 hits, 3 misses, 90% (blue rogue)
In comparison in PVE vs mid-high level dark blues on my enchanter I'd get hit about 66% of the time, and on my warrior just over 50% (both on blue). Based on this I'm guessing that in the code a PVP attack is treated exactly like an attack from a mob of the same level - those percentages are what i would expect to see from even/yellow con mobs.
I don't know whether this is intended or not but at least to me it seemed a little strange so I thought I'd post it. Probably Nilbog is about to take me to classic school again :D
