The same stats are present in the 4/28/2000 and 4/4/2001 spell files.

Other Kunark era posts confirm the damage range as identified in the contemporaneous spell files.

In my experience the pushback from the lower-lvl nukes and the stuns with dmg component is much greater than with reckoning. i can do some tests but, not sure if this is correct.
