Harm Touch

Harm touch button immediately repops after use. Its not useable for the normal amount of time though(72min?). Known bug? Its a minor inconvenience at best i suppose.

it will refresh 'properly' displaying as being used and down if you relog or zone but this bug has been in the game since I started my paly in 2010

it absolutely sucks bc it killed me countless times as a noob thinking I had a lay hands rdy and would attempt a hard mob
