Bard L56 Song of Midnight: Does not increase run speed

Bards' lvl 56 song, Song of Midnight, should cause increased run speed. As best I could tell, the run speed of mobs affected by Song of Midnight does not increase. The run speed of affected mobs appears the same as the lower level fear song, Angstlich's Appalling Screech, which has no +run speed component.

Are you saying that it was previously working on the server but they disabled it because of FTE issues?

From the spdat spreadsheet, looks like this spell first appeared in the April 12th 2000 patch, and had the same effects in every spdat that followed:

Fear
Decrease Hit Points (HP) by 8 (L56)
Increase Movement by 45% (L56)

I will check to see if the DOT feature is present, but there is definitely no shift in movement speed on Green.

There is an active DOT component, but again there is no shift in runspeed. Can this thread be moved to Green Bugs or should I repost it there?

Just as a note:
This is a code issue. The spell data says to increase the run speed, but the code that handles fear must cap it.
