Currently it seems that you can only proc a weapon on your main target. This is not classic and was not changed until 2007.

Weapon procs will now only fire on the player's main target.

The latest patch has made this all but useless, as weapon proc's will now only effect the mob that is on target, so no more pulling entire zones and going furious disc.

You cannot proc off of a riposte.

The 'Earthshaker' technique has to do with chance to proc being near 80% while shammy-slowed. Combined with attacking many enemies simultaneously via Rampage (each rolling against chance to proc) you get a lot of procs.

"No, you couldn't. Shakerpaging is done via the Rampage AA which grants you one swing at each NPC in your frontal arc. By having a puller and DA you can stack 150-200 mobs on top of one another and then have one or more (depending on npc hps) warriors/berserkers with Rampage pop the AA. Each person with an Earthshaker is slowed, increasing the percentage chance to proc per swing, and all of the AE procs kill the pack."

"Players never procced from ripostes. The mechanic that changed was that you could only proc offensively against your active target.
People would slow themselves to make their proc chance upwards of 80%+ per attack and then Rampage 200 mobs.
160+ AE procs vs 200 mobs @ 246dmg = ~8 million instant damage with one button press."

NPCs can proc on ripos. PCs cannot.
