Final turn-in for Shackle of Steel

Greetings, I am in Temple of Droga jail area trying to turn in my items to receive the Shackle of Steel. After many kills of "a crazed iksar slave" and the incorrect "an iksar slave" that cons indifferently, I finally got the correct "an iksar slave" AKA Veltar to spawn. I hailed him and he returned the expected dialogue, however as I was typing some quest dialogue to be thorough he immediately de spawns and a crazed iksar immediately appears. Any help would be appreciated as nothing posted on the wiki even mentions despawning for any reason let alone 3 seconds after the guy finally spawns.

Looking at the wiki entry for the shackle quests

It seems the Iksar in that position will despawn and repop at both 6am and 8pm game time. So if you manage to spawn the correct one shortly before one of these times this can happen to you
