You don't need LDoN to get this bracer. The flags that say "Omens" or "Ykesha" or whatever only refer to what era the item came out during. In this case, they added this loot when LDoN came out. Kinda ***-backwards thinking of them, but hey this ain't my site, I just use it for info :)
