To contact a gm, you can create a post in the petition form, http://www.project1999.com/forums/forumdisplay.php?f=25 , or use /petition in-game. Might take a few days.

I did that two days ago does thread need to be bumped every so often or can they see it?

Don't bump it. They do it by oldest post.
