Looking at the rest of the patch, I'm guessing it's a nerf to PC cancel magic not NPC. Doesn't seem like a "make things easier" patch, and Haynarr did say he was warming up his nerf bat.

Correct. Rogues will no longer require a separate haste item for backstab.
