There are two separate spawn cycles in that same exact spot. One is a champion that pops every 8 ball pool. The other is on a 22 min timer, and you get either the Muxtails or their PH, I think it's a flamepaw (which is separate from the flamepaw that spawns just south of that spot). The champion is stationary but the Mucktails and their ph walk along that ledge-path.
