Seems like 100 is right around the threshold where the skill would be reliable enough, though not to the extent that would warrant committing it to hotbar 1 unless specifically standing as the group's tank.

Devils advocate taunt was often used to mean ‘get aggro’.

A character can have buttons they don’t have skill for through bugs.

Those points aside I’m interested in the idea bards temporarily had taunt. It doesn’t seem too outlandish.
Yeah, no smoking gun as of yet. So far, zero screenshots of bards with taunt hotkeyed, although back then they were doing everything to try and lose aggro more often than not. So if bards did have a taunt skill, them using it in classic wouldn't have been the norm.
