I wasn't having the same problem as the OP, I got two heads off the frogs, and when I went to get the one from Mogolok it tried to give me a dupe.
If all problems related are going to be fixed at the same time, then it's all good.
I even have all the parts for the legionaires, (currently last?) quest as well.
