Having the same issue, so I destroyed all my heads, started the quest over, and took the head Moglok gave me.
First head I looted gave me lore message, and the only head I had was Moglok's gift.

Yea pretty much confirmed then that the NPC head needs to be fixed as well, unless the dropped one was wrong.
I have all the heads and their IDs listed above, if you could check this out.
