I suggest the GM's give 10-15 active, higher level, respectable players the ability to IP ban spammers. It would be much easier to self enforce that way, than restricting chat/character creation, etc.

And in addition to this, it doesn't necessarily mean these people have to watch the ooc channel like hawks. Post a sticky in the forums with who was given access to ban spammers, their names/alts/etc. If someone starts spamming - pop one of them a tell to take care of it.
