Tested the song on live with 36 mod wind and it didn't improve more then my 105 enchanter collaboration. In fact it seems to be about 250 faction points.
Now I am aware this isn't a "classic" test but I have played live till now and faction song has never out done my enchanter collaboration line.

This doesn't make sense.
The live spell data shows Collboration as 300 flat faction and the bard song increases up to 1000~ faction at level 105. It should definitely be more than enchanter's if this is the case.
