Correction: World War I created the groundwork for Germany's aggression in World War II. Germany was the only great power that had incentive to go to war -- because they were paying huge reparations to France. The conservatives (eventually the fascists) also got on this historical revisionism about how France owed them land in the Rhineland or something. This was mostly a tactic to discredit German leftists politicians for supporting the peace... but eventually the population ran with it.

Think: Donald Trump and his assurances of "great deals."
