Change to 1 sec cast time appears to have occurred Dec 12 2002.

As of today's patch, the casting time is 1 second so no more instacures.

Screenshots would indicate...
This shows the item as PAL only, and Secondary only, with a 1 second cast time (Version 2 of item?)
