they are not just voting to repeal Obamacare, they are voting on various legislative packages which include various provisions that would amend or repeal parts of the Affordable Care Act (Obamacare). The house succeeded in passing one such bill, but the bill or a similar one must be passed by the senate as well and then be reconciled to become law. The existing law doesn't just go away. It must be replaced with a new one, the particulars of which nobody can agree upon because arguments of "fiscal responsibility," "solvency," and "equality by inequality," do not make for particularly compelling rhetoric ^^
