It did not originally have a pad; the pad from 1.5 to 2 was added later. This is well known. I have no idea when the change happened... I feel like 1.5 stopped being a dead end before very long.

With the way Noble and Sky happen on this server it doesn't really matter TBH. Back on Live Sky would usually be full pop, and guilds would full clear all the way up, often doing half and logging out to do the 2nd half the next night. In that context stopping off at 1.5 to spawn Noble (triggering OoA) made a lot more sense, since they'd want to do a full efreeti cycle.
