It is in beta right now so there is no population normally, just like project 1999 beta.
Who knows what the population will be. All it needs is a population of 40-50 to be pretty fun though. 40-50 means 20-30 actual players since you can box.
All you need are 10 characters, 5 real people, to down almost all content. If you have a guild that has at least 4-6 people that log in regularly it is a fun server.
