Quest Issue: Call of Flame quest still broken

Previous threads are in Resolved forum so making a new one. This quest is still broken for a level 51 Half-Elf Ranger.

Originally was reported as bugged needing to allow level 50 or greater, then Nilbog said more was wrong with it than that but fixed pending an update about 5 months ago.

Yes, he doesn't respond because the letter doesn't come from him. As the quest states, you talk to Lily and get the letter. This message is supposed to only be seen by people below level 50.

As i said in other thread. i did this quest last month. Worked fine on my level 50 toon.

He does respond if you ask him the right question. If you looked at the wiki it shows devin responding when you ask the question(when you have him targeted) just like it does in my log.
