Quest Issue: shamn of justice vs. wolves of the north faction

so ive been farming gnoll fangs forever doing the gnoll bounty quest which gives:

Your faction standing with Wolves of the North got better.
Your faction standing with Shamen of Justice got better.
Your faction standing with Merchants of Halas got better.
Your faction standing with Steel Warriors got better.


right now iam kindly to wolves of the north but still glare to shamen after endless turn ins starting from kos on both (had an AoN for the initial turn ins on a side note)

so thats 5 faction gains for wolves of the north and 1 (!!!!) on shamen of justice

is this intended?

warmly now on halas guards, still glare on shamans and dubi on merchants....

but will i ever get dubi to shamans? i mean, thats 6 faction hits i had already on wolves and still kos on shamans... i can understand a 1:2 ratio but this is 6:1 rite now! never seen this difference on the same faction quest
