That would only be true if our legal paths to immigration were working properly (hint: they're not).
If I say "oh I'm perfectly fine with immigrants, as long as they come here legally" ... but "legally" means only a few people get in, and they have to pay huge legal fees to do so, then I'm not really pro-immigration. And if you see all the people who have come here illegally, and blame them personally for wanting a better life for their family, instead of blaming the system which makes that impossible (even though there's no reason to exclude them except xenophobia), you lack empathy.
