Cleric BP (Thurg) has Mark of Karn instead of Celestial Elixir

Breastplate of Forbidden Rites currently has Mark of Karn, rather than the era appropriate Celestial Elixir.

Breastplate of Forbidden Rites currently has Mark of Karn instead of Celestial Elixir with a 6-8 second cast time, later nerfed to 20 seconds, then nerfed to 1 minute, finally changed to Mark of Karn. No idea why some of the patches call them "Celestial Healing" outside of that being the new heal over time pre-50 cleric spell that came with Velious. The BPs are definitely "Celestial Elixir".

Release
From Velious release until the December 19, 2000 (same as Donal's Nerf #1), the Velious cleric chestplates should have a 6-8 second cast time Celestial Elixir. However, since Donals is already nerfed to its 30 second cast time (Nerf #1) as per Devs at Velious launch, they can choose to go ahead and set the Velious BPs to 20 second cast times.

Your not really exactly correct there Boanerges, and to answer Siren's question ~18 second cast time now.. used to be 5-6 seconds before they nerfed that and the Donal's BP to 28sec cast time...

Casting time is about 7 or 8 secs.

Drops in Plane of Growth. We've gotten 2 of these BP's on the same mob and yes 2 people can probably kill it but would take you 10 to 15.

BTW, this is not a random drop, it drops off a specific race of mob. Its starting to boil down to things not being as random as once assumed.

Started on December 18, 2000, OP posts images (no longer working) of Chestplate of Stability. Before the server's are patched on the 19th, people are commenting how Donal's is still better than Velious armor.

Thats 4 times the casting time vs mana counterpart and thus making this BP's effect useless in alot of situations. 20 Seconds on Donals BP for a CH isn't to bad since you can heal alot of HP's. 16 seconds for a 1200ish 24 tick dot heal is just senseless now."

One week after extending the cast time on the Velious BPs to 1 minute, Verant removed Celestial Elixir from all 4 Velious BPs and replaced it with Mark of Karn with a 9 second cast time.

Summary of Changes Needed:
At release, Velious BPs should have 6-8 second cast Celestial Elixir.
2 weeks post release, increase cast time of Velious BPs Celestial Elixir to 20 seconds. (Considering Donal's BP already nerfed to increased cast time, Devs may choose to start with the 20 second version of CE)
3 months post release, increase cast time of Velious BPs Celestial Elixir to 60 seconds.
3.25 months post release, switch effect of Velious BPs from Celestial Elixir to Mark of Karn.

The discussion there relates to the patch on December 19th, which increases this cast time to 20 seconds, and also implements the initial nerf of the Donal's BP from 20 to ~30 seconds:

What has changed so dramatically to demand this nerf? I suspect it wasn't anything related to gameplay but rather due to the PoG BP. The PoG BP casts the OTHER CH spell, Celestial Healing. The spell takes 4 secs to cast so the 6 secs for the BP was clearly unbalanced. Rather than up this to somewhere decent (like 16 secs) they put it at 20 secs. I can see the dev team going "Hmm, the Donal's BP casts CH fort he same time. We can't leave that as is because nobody would have a reason to get this one so let's up that one to 30 secs"

This guy also refers to "Celestial Healing" instead of "Celestial Elixir", but i think this must be a mistake. The best evidence for this is the excerpt from the patch notes from March 6, 2001, quoted by Elethia above, which refers to a "300pt per tick regen", whereas "Celestial Healing" is only 180 per tick.

These would seem to indicate that it had Celestial Elixir before and after the December 19, 2000 patch.

I know for sure way early into Velious launch I saw this cleric in front of CT with POG armor and the BP said complete heal.

It was definitely changed around a bunch.

Changes to cleric bp were patched march 14, the same patch that updates to new plane of fear and hate

Also , just pointing out. Donals bp nerfed to give the buff timer in February, it was not on velious release
