While that was not the answer it seems the laptops onboard hardware video card is the issue, either window's 8.1 fresh install isn't detecting the video card or it needs driver updates. Thanks for the help!

it appears to be a direct issue with microsoft displayer adapter, googling shows nothing on how to fix it unfortunately

Nope under dxdiag it lists it as "Microsoft basic display adapter"

Yeah you need to get real drivers for your laptop. I have found that DriverSlim is some good freeware driver software that doesn't give you ads and malware and such as long as you pay attention to the install info.

tried both and even tried reinstalling windows!

Finally fixed: resolved by upgrading to windows 10 and having better driver update software

When i have this issue I can turn off vertex shaders to get the models back. This is an issue I have with like every wine install of EQ I have made. It basically means you are stuck with the worst water but other than that you will never notice it being off.
You may have a different issue because I run wine on linux.

To be honest you don't need "driver software", you just need to track down the right drivers. Glad you got it working
