The sale is for a charge of allure, which allows you to charm a target. This bypasses any faction requirements for any quest, as you can charm the quest NPC.

No need to slave away farming braids, 5k will get you a shiny Worker Sledgemallet which procs an Overthere port for 50+ characters.

Regardless of early breaks, 5k will get you one hammer.
