How do i Create a new Guild?

How do you crate a new guild? I just installed with 3 other RL friends. 1 more on the way. We want to start a guild... I dont remember how to create one.

Is it an in game mechanic? /hail, talk, quest, etc?

Or a GM petition?

Appreciate any feedback
