Default All epic quests

Level requirement to begin and complete all epic quests should be 50, at present there is no such restriction.

The only level limit to epics would have been 46 to get into planes and loot items.

While some of the NPCs will not talk to you sub 50 (some higher, actually, IIRC in the monk epic for example), and some hand ins took place in the planes, I don't think there was an actual "hard cap" that just ate items turned in by a lowbie.

I'm almost positive I've seen the Ragebringer MQ'd to a 30-some during Velious-era (or before, actually as by that time she was 50+ I believe and had an early Willsapper) on the Lanys server. Can't remember her name, she was a paladin who switched mains to a rogue around that time in one of the larger guilds.

There may be cases that we missed, but there is no global "must be 50+ to do epic quests" rule. When digging through Alla or various other guides, you'll usually see people explicitly mention when there's an NPC you can't talk to or hand in to without being above 50. If you find cases we missed, please post them.

No epic other than Beastlord / Berserker checked for level by quest originally (IE before Luclin). As that functionality wasn't in game yet. Feel free to search for data to prove me wrong but the only thing you needed to do ANY quest in Classic, Kunark and Velious was faction standing.

NPCs didn't check Race, Class, or Level.
