Can anyone solve this P99 forum puzzle?

It's not my fault it was never fully implemented;
I'm sure the devs have something intended.

At least I still offer some service;
it's nice to serve more than one purpose.

I'll go ahead and reveal this one then. It's http://wiki.project1999.com/Grand_Master_Glox. The last part of the shackle quest hasn't been implemented, but he's also looking for a "tiny collar" as part of the Trooper Scale armor quest.
