NPC Spawn Issue: Scorn Banshee - Plane of Hate

There is a lone Scorn Banshee that spawns on the east side of the map.. except she is always under the world.

Think all of the guilds have found ways to pull her, but it takes a little doing and is not functioning as intended I would imagine.
