The step which made me kos to the necros was

Since I had to redo my cleric and made an Inny worshipping human again, I tried out to leave the "get halfling mask" part of the quest to avoid becoming kos to the necros and it works.
As long as the Halfling in WC talks to you and gives you the letter you don't have to take the faction hit with the Dead and can skip this part.
