Quest Issue: The Lottery Ticket

The lottery ticket quest in East Freeport does not work.
Tohsan Hallard gives the dialog for the quest but,
when you hand in the orc pawn pick to Tohsan Hallard he just takes it and gives no reward/faction/exp.
note: I was con dubious to him but I also had a wood elf that is con indifferent to him give him a pick with the same result.

He will properly accept picks between 1-4, rewarding you with a lottery ticket once he has 4.
