Mage Pet EXP Penalty - Grouping in different zone?

Does the pet exp penalty get removed if your group mate is in a different zone? If so, is this allowable?

My two cents:

I did group when the group member(s) were either out of range or not in zone. I believe I saw full xp. This was 2011/12 time frame.....
