Shaman spells

Im approaching level 19, and upon looking in the project 1999 wiki, it seems that the vendors in grobb don't sell all the shaman spells that i'm supposed to have. Are they sold somewhere else that has the missing spells? This would include the level 5 and 9 dots, and also one of the level 19 dots. A couple other spells as well.

Stragak, the troll in the giant hand due south of the S Ro/Innothule zone sells all DoTs.

Any 'sight' type spells can be found at the gypsy camp in Oasis.
