Frankly 100 percent seems pretty legit for the current gear levels of 56+ people. Just wait till SoV and you'll easily have 180mr in your full dps gear too.

- Resist-debuffs will do 1.5 times their normal value for PvP
encounters. In other words, if the spell did -60MR in PvP before, it
does -90MR in PvP now. PvE (combat versus NPCs) remains unaffected.

Yes but keep in mind that was put in place when Howl of Tashan was in effect. Currently Enchanters Tashan line is what -40-45 to resists without debuff. And the average player's gear is much better than it was on live. Due to game knowledge and gear availability here.
