Hrm. I did also believe they were 31 percent on live. I knew they didn't match Rakusha but they were as the RBB was to the CoF meaning 31 to 36. Wouldn't make sense to put them at 21 like a sky belt when one is a raid target pre-kunark much harder then sky mobs that can drop the haste belts. That aside I recall them as 31. I don't know what info is out there, but I will look.

They're 36. I parsed with my Rakusha and Bassoon and got the same thing. kthxbye

Could you please give some more info on how you were doing your parses?

When I did mine, with no haste spells or songs, just my lone gear, I was looking at the seconds in-between swings of a crushing weapon. It was making things hit at odd intervals of course (partial seconds), but it was obvious that it was 21% with how often it would occur. Spell / song haste could put you over the cap, which would make them look the same. Not to mention, the Rakusha could always be incorrect.

I'll make sure to test mine again soon, to see if anything has changed.

Edit: did some more testing and parsing. Definitely looks like 36% to me. I don't know if I screwed up my earlier tests, or something changed. Either way, the numbers say it's faster than 21%.
