Is it possible to change color of Plate pieces ?
My knowledge in tradeskills is very poor but if I recall well you could change the color of some pieces on live (might not be classic, was in 2009 or so).

As far as I know, it's only possible with fine steel armor. There were armor dyes that you could use on anything in later expansions, but we won't see them here on P99. Not being able to change armor colors has it's own appeal though. You know exactly someone is wearing by the material / color combo. You can tell the difference between a lv 60 raider and a lv 10 twink just by looking at them.

Note on the fine steel, once it is dyed in the creation process it is set, you can't change it.
