Default Projectile Travel Time

What are the technical reasons behind arrows being instant as opposed to having a travel time?

Is it a server side problem? I heard it was unique to p99 so I was wondering what the background was. I may take a stab at fixing it unless it's known to be impossible for some reason.

Yep, saw that; not much direct info there. Thanks though. Searched bugs as well I could think of doing, didn't see much.
