Yes. This happens to me in that zone too. It doesn't anywhere else. I can cast and then I may wait 30 seconds before the spell lands and my spell gems are not grayed out. If I zone out it usually fixes it. This doesn't happen every time I am in there but I can be in there a while and then it can just start doing it and I have to zone and come back to try to get it back to normal.

Lower you max framerate down to 60 or 50. Please use the search next time, there are multiple threads on this for Perma and SolA.
