You have to go from Erudin's Crossing to Qeynos and to Erudin too. Since this is for level 1 immunity, it makes sense that they should have immunity there too, to avoid being PK'd at zonein.

Especially considering the boats are in.

These are immunities for level 1 characters. Fear portal is irrelevant in this case.

From what I understand its to prevent lvl 1s from being bind camped as soon as they enter world, there's no need to add in extra zones just because it makes it safer to travel.
