Leashing and raid targets that call mobs for help

Please consider turning off leashing for plane of growth and plane of fear. Tunare and Cazic Thule call all of the mobs in the zone to assist them, and leashing prevents 70% or more from ever helping. This has greatly trivialized the content as guilds are no longer required to clear the zones.

Was the fix simply to turn off leashing in those zones or to is there some new leashing mechanic specifically for mob call aggro?
