Default Graphics issues

Just installed P1999, fan of oldschool EQ. These are probably going to be hit as "Noob questions", running it on a Win 7 machine.

There is lots of slow down/speeding up of running/walking. Mobs run past me in combat, warp back, and repeat 3 or 4 times then stand in front of me. NPC guards warping through walls, moving ultra speed fast when walking.

Any help would be appreciated.

Is there anyway to get around if you zone twice in a short period of time, you get disconnect and a "temp IP ban" message?

For number 1:

http://www.lavishsoft.com/download/wineq2

As for number 2, I have never had the second thing with the temp IP ban happen. No idea what's going on with that. Sorry =/
