Default Flowers of Functionality (Mischief) - Should be Targetable

Issue: Plane of Mischief Flowers of Functionality (Blue, Red, Black, Green, White) and the item effect "Aura of (Blue, Red, Black, Green, White) Petals" are currently self only effects.

All five Flowers of Functionality should be targetable buffs until August 22, 2001.

Solution: Make Flowers targetable.

Comment: This fix is up to the devs since Absor says "bug fix" and "always intended to be self only." IMO targetability should be included within the Velious time line as other bugs and unintended items have been included on this server for Classic/Kunark/Velious.

Well, that wasn't a mistake. They were always intended to be self only.

You'll also notice a few other changes to the Plane of Mischief, those
are also intentional…

Mischief will continue to change, so don't let that be a surprise. But
the flower change is a bug fix, it was never intended that they be
targetable.
