That's... poison. Gogo wikipedia: In the context of biology, poisons are substances that cause disturbances to organisms,[1] usually by chemical reaction or other activity on the molecular scale, when a sufficient quantity is absorbed by an organism.

Water is poisonous.

It's potentially poisonous, or potentially toxic. It's kind of a misuse of the word to say water is simply poisonous, though. We get it, but let's not abuse the English language here - everyone knows when we say something is "poisonous" or "toxic", we mean when it's taken in normal and non-excessive doses.
