This is basically every hardcore R99 player since the server launched.

Do they have /guildwar implemented on blue? I'd get more from that than playing here.

As cool as it is to do Velious PvE content, they never should have released that expansion on an already-low-pop red server if they wanted to keep any semblance of this being an active PvP server.
