Default Level 10 damage cap?

I've read a few posts in various threads claiming their damage cap jumped to a max hit of 40 at level 10. Now obviously this is bs since I cap out at 28 with a quivering staff, but was it always like that or was the cap nerfed at some point?

wiki shows cap of 28 until 19, then 60 until 29, lifted at 30

I believe you can go above the cap depending on your strength bonus. On my rogue before level 20 I would occasionally hit for 30ish with primary or offhand both of which were 12 damage weapons. A majority of the hits were 24 damage.

My 23 SK has gotten some 80-92Dmg hits with a 30dmg weapons. I think it just limits the damage via the weapons to 1-9 (10) 10-19 (14) and 20-29 (30)
