I remember it healing the same amount of HP at least until Kunark as I remember Pally's using the Valor buff on Deepwater Helm to heal themselves when it was an instant cast then got nerfed to a casting time.

The difference is a level.. say.. 30.. casting a buff on a 50 as he happens to pass by.. that 30 can now be wtfpwned.
Not really, because it doesnt change his current hp.

Lets say the 30 has 500 hp, and the buff gives him 200 hp, he would just have 500/700.

I remember heal affect on cleric HP / symbol buff. We used to have clerics group heal w/ group hero a lot after kunark released.

No heal affects on INT shielding line and i thought that was the same w/ talismans (not innerfire) also but i know on p99 Tali will heal.

This. Caused a minor shit storm in the paladin community like 2 or 3 months after Kunark was live IIRC.

ETA - from patch notes for July 19, 2000:

The Deepwater Helm now has a significant casting time. The function of its spell allowed a mana-free heal even though it was intended to be a buff.

I thought that some spells healed and some didnt, like the cleric line of non reagent spells would heal you, im not sure if i remember symbols healing. I cant be sure if druids did either. Im allmost 100 % sure that the int based caster type shielding line did not ever heal.
Cleric/Paladin non-regent HP buffs, Druid skin buffs, and Shaman focus line all healed. Int caster shielding buffs only raised max HP.

SK Cloak, Paladin Brell's line, and Ranger Strength line also all healed when cast.
