A couple other zones I'm also wondering about -
NURGA and
DROGA. The wiki had their original ZEM's as 75 but I don't think that's correct, dungeons always had higher than 75.

It's strange they gave Karnor's Castle a small buff in the last patch. That zone is already always going to have people in it for the item drops. ZEM's should be a tool used to draw people to places that are more remote, or difficult, or lacking in great loot.
I've said it a bunch, but yeah it makes no sense people left The Hole. Still a much better mod there.
