The only way boxing works is with PvP, specifically item loot, so people pay for having 3 chars up at once.

Boxing would ruin it. After playing P99 for 7 years I'm too entitled to pay for an MMO.

If it were a separate server and didn't cost, almost all these fools that say no would make characters and probably play it much more than they play the P99 classic server, at least in the beginning.
