PC Gamer magazine still keeps an updated low, mid, and high end build list on their forums right here.

Whenever I build or upgrade a PC I start with one of their lists and modify it as I see fit (NVidia GPUs as opposed to the Radeons they usually use). All of it is linked to pcpartpicker.com so no matter what you'll get the best deal. They also have guides and a very helpful tech savvy community that will help you with just about anything.

It's a game from 1999, and you cannot box on the server. It really doesn't take much AT ALL to run this game.

Seriously, most cell phones/tablets run it fine these days. You can get away with a cheap laptop or a REALLY cheap desktop and have no issues at all.
find a graphics card with multiple display input.. that waywhile you're farming/camping something on a long/rare spawn you can actually play a game :P
